Femi Adesina, Special Adviser on Media and Publicity to President Muhammadu Buhari, has described a video that shows Mr Abba Kyari, Chief of Staff to the President and Mrs Winifred Oyo-Ita, Head of Service of the Federation in a mood that suggests a heated argument, as “a video without actuality.”

He gave that description last night during a live telephone conversation with Seun Okinbaloye, presenter of Politics Today, on Channels Television.

A video of Abba Kyari and Mrs Oyo-Ita in an apparently unfriendly conversation has been circulating rapidly in social media circles since yesterday, when it emerged. It was recorded before a meeting of the Federal Executive Council held at the Presidential Villa, Abuja.

In that video, Mrs Oyo-Ita and Abba Kyari were explaining a point to Yemi Osibanjo, Nigeria’s Vice President, who seemed to be paying rapt attention to both of them. Mohammed Babagana Mongunu, Nigeria’s National Security Adviser is also shown in that video, as he stood and keenly watched what was going on. Boss Mustapha, Nigeria’s newly appointed Secretary to the Federal Government, was in attendance in that meeting, as he waited to be sworn into office.

Mrs Oyo-Ita looked agitated in that video, as she explained a point to the Vice President. Thereafter, she walked briskly and sat in a manner that suggests that she felt embittered.

The unusual scene in that video has been linked to Mrs Oyo-Ita’s leaked memo on Abdulrasheed Maina, former Head of the Presidential Task Team on Pension Reform under former President Goodluck Jonathan. Maina was dismissed from the civil service by the Federal Civil Service Commission in 2013, for alleged embezzlement. He was declared wanted by the Economic and Financial Crimes Commission (EFCC) after he “disappeared” from Nigeria. He recently reappeared in the country and got reinstated in the Federal Civil Service where he also got promoted.

However, President Muhammadu Buhari ordered Maina’s immediate disengagement from the civil service, following widespread public outcry on the scandalous implications of this matter.

Part of Mrs Oyo-Ita’s leaked memo to Abba Kyari on Maina’s saga reportedly stated thus: “I sought an audience with his excellency, Mr. President on Wednesday, Oct. 11, 2017 after the FEC meeting where I briefed his excellency on the wide – ranging implications of the reinstatement of Mr. A. A. Maina, especially the damaging impact on the anti corruption fight of this administration.”

In the light of that leaked memo and the video that has accompanied it, Femi Adesina stated that it is wrong to assume that there was a heated argument between the Head of Service and the Chief of Staff. Speaking on that video, he said:

“It is a video without actuality. Actuality is if you had voices and you heard what they were discussing. They could be discussing a thousand and one things. You can’t just take footage of two people talking and then you begin to interpret and begin to suppose and conjecture what they were discussing…. Unless you had video going with it, that is when you have actuality.”

In addition, Femi Adesina stated that the onus is on Mrs Oyo-Ita to explain if she authored the leaked memo to Abba Kyari. He told Seun Okinbaloye that:

“As a good journalist which I believe you are, which I certify you are, which I testify to, your first point of call should be the Head of Service. Let her authenticate what is in the public domain that it really came from her. When she owns that memo supposedly written by her, then we will take it from there. She is the first point of call for you.”
